Model Approval of Measuring Instruments (Prototype Testing)

2 Legal basis
(1) Article 13 of Metrology Law of The People's Republic of China: When an enterprise or institution manufacturing measuring instruments undertakes to manufacture new types of measuring instruments which it has not previously manufactured, such measuring instruments may be put into production only after the metrological performance of the sample products has been checked and found to be qualified by the metrological administrative department of a people's government at or above the provincial level.
(2) Article 18 of Rules for the Implementation of The Metrology Law of the People's Republic of China: The product design of a new measurement instrument, which has never been produced in the country, must be appraised before it can be manufactured. When the product design has been finalized, it is necessary to go through formalities of model approval and obtain the relevant certificate. New products whose designs have been finalized in the country but have never been produced by the producer must be tested and their prototypes be made. A certificate of quality shall be issued after the test of prototype is passed. Those measurement instruments which have not obtained model approval or certificates of quality of their prototypes shall not be allowed to be produced.

3 Conditions for Approval
General conclusion of prototype model appraisement (prototype testing) is qualified and requirements of model appraisement (prototype testing) are met.

4 Implementing Organization
All new measuring instruments manufactured by domestic enterprises or institutions shall apply for model approval or prototype testing to Shanghai Bureau of Quality and Technical Supervision before put into production.

5 Procedure
(1) Applicant shall submit application and relevant materials to Shanghai Bureau of Quality and Technical Supervision.
(2) Shanghai Bureau of Quality and Technical Supervision shall inform the applicant to supplement and/or modify all materials immediately or within 5 days in case of the application materials being incomplete or not in accordance with legal form.
(3) Shanghai Bureau of Quality and Technical Supervision shall determine the technical agency to conduct product design appraisement (prototype testing) and inform the applicant. Design appraisement shall be conducted in accordance with the requirements laid down in the appraisement (prototype testing) outline which is drawn up by the technical agency responsible for the appraisement (prototype testing) according to the technical specifications of design appraisement issued by the metrology administrative department under the State Council. Design appraisement (prototype testing) shall be finished within 60 working days in general conditions. The report of the design appraisement (notice on prototype testing results) shall be reported by the technical agency responsible for the appraisement to Shanghai Bureau of Quality and Technical Supervision.
(4) The report of the design appraisement (notice on prototype testing results) shall be examined and verified by Shanghai Bureau of Quality and Technical Supervision. For the applicant whose instrument has passed such examination and verification, a Certificate of Model Approval shall be issued to it by Shanghai Bureau of Quality and Technical Supervision. For the applicant whose instrument has failed to pass such examination and verification, an administrative decision not granting approval shall be issued to it.

6 Time Limit
(1) Acceptance: Shanghai Bureau of Quality and Technical Supervision shall finish examining application materials and inform the applicant whether or not the application is accepted within 5 working days from the date of receiving such materials.
(2) Inspection: Shanghai Bureau of Quality and Technical Supervision shall determine the technical agency to conduct product design appraisement (prototype testing) and inform the applicant within 6 working days from the date of acceptance of application. The technical agency shall finish design appraisement (prototype testing) within 60 working days in general conditions and issue the report of the design appraisement (notice on prototype testing results).
(3) Verification and Issuing Certificate: The report of the design appraisement (notice on prototype testing results) shall be examined and verified by Shanghai Bureau of Quality and Technical Supervision within 6 working days from the date of receiving it. In case the instrument of the applicant has passed such examination and verification, a Certificate of Model Approval (prototype testing passed) shall be issued to the applicant by Shanghai Bureau of Quality and Technical Supervision. In case the applicants instrument has failed to pass such examination and verification, an administrative decision not granting approval shall be issued to the applicant.

7 Fee
According to Notice on printing and distributing of metrology charge standard of General Administration of Quality Supervision, Inspection and Quarantine, State Planning Commission and Ministry of finance (Issuance No. 323 (1991) of AQSIQ), the cost fee of Certificate of Model Approval of domestic measuring instruments is 10 RMB per certificate and the publication fee shall be charged according to facts.

8 Materials to be submitted for application:
(1) Documentary evidence demonstrating lawful operations of applicant (original and duplicate).
(2) Triplicate of application (copies permitted).
(3) Prototype manufactured by the applicant and following materials:
a Photo of prototypes appearance;
b Product standards (including inspection methods and putting on records );
c General assembly drawings, the circuit diagram and drawings of important components and parts;
d Operation manual;
e Testing reports by manufacturing unit or technical agency.
