Shanghai Inspection Team of Quality and Technical Supervision (SITQTS) is the municipal executive organization of administrative affairs entrusted by Shanghai Municipal Bureau of Quality and Technology Supervision and authorized by local rules and regulations. It is mainly responsible for the enforcement of administrative punishments upon the activities by the citizens, legal entities and other organizations in the manufacture and circulation within Shanghai municipal administrative areas which violate the relevant laws and rules of quality and technology supervision, such as quality, measurement, standard, special equipment and consultations of products (commodities) quality as well as the guidance and coordination of administrative enforcement of laws the quality and technology supervision bureau of each district and county. The aim of Shanghai Inspection Team of Quality and Technical Supervision (SITQTS) is to serve the economy, regulate the market and protect the social public interest to promote the economic development in order. By establishing the first class team, the first class enforcement and the first class service, the General Team, with the principles in law enforcement of openness, fairness, disinterestedness and civilization, adopts the technology in law enforcement to impact the counterfeits and establish the modals and punish the worst, which safeguards the social economic order.

The Shanghai Municipal Quarantine Team of Quality and Technology Supervision was established in 1995, which was renamed as Shanghai Inspection Team of Quality and Technical Supervision (SITQTS) in August 2002. With the development within the 9years, there are five quarantine sections, standing office of the General Team, legal section and the 12365center of complaints and exposures in the Shanghai Inspection Team of Quality and Technical Supervision (SITQTS). The 12365 center of complaints and exposures in responsible for the complaints and consultations of product quality through letters, visits, calls and Internet by relevant organizations and consumers as well as the conciliation of dispute of product quality. With regard to the dispute of quality liability involved, the products are to be entrusted to relevant quality analysis and arbitral testing. The quarantine section is responsible for the execution of punishments upon the illegal activities in the manufacture and circulation areas that violate the relevant laws and rules of quality, measurement, standard and special equipments, as well as the special impact on the counterfeits exposed by the related organizations, enterprises and consumers. The standing office of the General Team is responsible for the documentation, meetings, entertainment and reinforcement, etc.. The legal section is mainly responsible for the cases as well as manufacture and sale of counterfeits exposed by relevant enterprises, organizations and individuals.
