Shanghai Institute of Measurement and Testing Technology (SIMT) is a legal metrology verification organ set up by the government of Shanghai according to law, the "national Metrology and Testing Center for East China" established after the approval of the measurement administration department under the State Council and the "national Center of Testing Technology in Shanghai" established by the Ministry of Science and Technology.

 SIMT has provided services to all social circles for over 70 years. It is responsible for developing, establishing and maintaining part of national primary standards and the primary metrological standards in east China and Shanghai and tracing the quantity value of instrument back to national standards. Meanwhile, it also accepts the entrustment of government, domestic and foreign organs to carry out type identification, sample machine testing, metrological calibration for new measuring instruments, imported measuring instruments and providing fair, measuring service. Under the entrustment of Shanghai Science and Technology committee, SIMT is responsible for managing the collaboration and public use of Shanghai scientific instruments and making evaluation of use of these large analytical instruments; SIMT also undertakes quality supervision and inspection, arbitrary inspection on part of products from Shanghai and all the country. In addition, SIMT makes effort to develop the technology of measurement standards, reference materials, analytics instruments, intelligentized measuring instruments, online. Testing and controlling equipments and sensors; it participates in formulating and revising of national and local metrological technical specifications, national standards, industrial standards and local standards, drafting and reviewing of some International Recommendations and International Documents organized by OIML, and widely collects technical information on metrology, testing and quality inspection from home and abroad.

 SIMT owns powerful teams of various disciplines: it boasts then metrology labs including that of geometry quantity, temperature, dynamics, electromagnetic, optics, acoustics, chemistry, radio, time fluency, ionizing radiation and Shanghai center of Compulsive Verification on Measuring Instruments; it boasts testing labs including that of gas, material, physics and chemistry; it boasts information system testing lab, "secondary radioactivity dosage lab" attached to International Atom Energy Organization and World Health Organization, "Shanghai key lab of electromagnetic compatibility, "Shanghai key lab of online testing and controlling technology", and "Shanghai testing center of forbidden dyestuff and finished products". In addition, taking over advantage of its comprehensive resources, SMIT established five stations of quality supervision and inspection of products including silver products and jewelers. It established fairly metrology stations including that of faming gases, capacity, glasses and areas of commodity houses. SIMT can provide perfect and outstanding solutions for the demands of measurement and testing.
