Introduce the higher intellectuals, enroll civil servants and
make arrangements for post-army officers; supervise the cadre
of civil servants, the verification of qualification of professional
quality staffs and certification of industrial qualification
in quality and technique; Manage the bureaus welfare, insurance,
rewards and punishment, labor protection, wages and salaries,
personnel examination and collocation and retirement affairs.
